- 1Coat the beef with the flour. Brown in a heavy duty pan with a drizzle of oil. Remove beef from pan, then add in the onions and carrots and cook.
- 2Add vinegar after 2 minutes, and continue cooking till onions begin to brown. Return beef to the pot then add chicken stock, wine, tomato paste, salt, pepper and the bay leaf.
- 3Heat oven to 350F and place pot in the oven for 1.5 hours. Add more liquid is desired. Add in the potatoes and carrots and return to the oven for a final hour.
- 4Garnish with parsley and serve.
